: Legal and illegal apartments are a bit of a red herring. I've seen "illegal" apartments that are brand new and immaculate, and we all know of perfectly "legal" apartments that look like hovels.

: So focus on obvious safety and health issues at first, rather than jumping to conclusions about the worthiness of an apartment based on a Certificate of Occupancy.
