Construction Noise Problem

I need some good advice. My present landlord is in charge of some reconstruction work in the apartment next to me. The noise literally drives me out of my apartment. I called the Permit dept but only got a prerecorded message that they have a "partial" permit to do construction. I know they need a special permit to work on Saturdays. I also know they are supposed to display the permit in the common area of the building but I have not seen any such thing in the lobby. I hand-delivered a letter to them outlining the problem but have received no response. I have also filed a complaint but have recevied no call from the inspector. What numbers can I call to make them stop or to get their attention? What will probably happen if I decide ot withhold my rent?
