Is our landlord ripping us off??

My friend and I just signed a lease in August (we are both college students), and believe we are getting ripped off. When receiving our apartment registration forms from the DHCR, we found that the tenant in 1998 paid only $350 with rent stabilization, and in 1999 through 2000 registration was not found, and then the last tenant paid $805 with rent stabilization. We are currently paying a whopping $1400. Is this right? When asking around our neighborhood, we actually found the brother of the last tenant (who paid $805) and he told us that his brother had to get his rent reduced because our landlord tried to rip HIM off. HOWEVER, he only paid $540 and it states on the registration that he paid $805??!! What is going on?? We would really appreciate it if someone has any information on this. Thank you.
