try this USPDR site, it doesn't give ratings per se, but you can look up properties by owner name (as well as address). used in conjunction with the BIS site (www.NYC.gov/buildings), you might be able to determine if a landlord has a lot of complaints filed on his properties. the USPDR site is cool, too, cuz if a property has been sold recently (not sure how far back it goes), it lists the purchase price and dates when the property changed hands.
