So basically, you live in a private house on a month to month agreement, and your landlord wants you to sign a lease and raise the rent ?
LL can do that on giving 30 day notice to you. I question your wisdom in wanting to stay there, since you claim there are "numerous violations and fire safety hazards." Ultimately, as long as there are tenants like you who are willing to rent such places, landlords will continue to offer them.
Do yourself a favor and find an apartment without safety hazards.
