i don't know how this fits into DHCR ptotocol, but i would just hire my own exterminator and let the LL know, then take his payment out of the next month's rent. most LLs are happy to do it this way, as it relieves them of the awesome responsibilities of sitting around and making more excuses for the job they should be doing.

the downside is if the entire building doesn't get exterminated ... the critters shall return.
