Con Ed meter not necessarily an indicator

Not necessarily so, for three years I lived in an illegal basement apartment purpose-built along with the rest of the building in 1994 (although I suspect that it was C of O'd as a professional office before the kitchen was installed) and I had a separate meter and received Con Ed electric bills for my apartment's usage - at a residential rate. So it depends on what Con Ed is told, it's easy to get around it, they don't know...
