Landlord Remove Water Softener to use for Himself!

I live in Florida and lease a house. The landlord lives next to me in
another house. One day last week, someone came and took the water
softener off the well pump. In Florida, no one drinks or uses
well-water straight.
We asked about it and they said it was old and they were going to
buy 2 new ones, one for their house and one for ours.
We have been without decent drinking water for a week. The Real Estate Rental Agent states we need to pay $48 plus $12 more a month
for a new water softener. We found out that the landlords softener
broke, he took our's to use and now he wants us to pay for a new one
on our house. Is this legal?
