aren't fire escapes mandatory?

i live in a 12 floor building (4 apts. per floor; 2 on one side of the hall with an elevator in between and 2 on the opposite side with a freight elevator between - - so it's a small hall, maybe 7' x 10'). at each end of the hall there is a door leading to a stairwell. at one point, these stairs must have functioned as a fire escape route. from the stairwell, one can see doors that look as though they lead into each apt. however, from the inside of the apt., one can see that not only has the door been walled over, but a refrigerator also stands in front of the wall. so, if there was a fire in the hallway, there would be no way to get to the elevator or either stairway. are there any laws governing the provision of an external fire escape???
