building inspector's rights

Do building inspectors have the right to barge into my apartment without warning, and after I ask them not to enter and to produce a search warrant??? They have done this on two occassions recently and then filed false reports about the condition of my apartments. It's getting on my nerves. This really is becoming a police state. I used to be in favor of His Orneryness cleaning up the city, but now that they are coming into my corner its a different story. The inspectors claim they can come in anytime, is this really true?
