If you're not stabilized or not supposed to be stabilized, any and all increases are legal. Time to negotiate. Just remember that if you don't agree to an increase, he can't collect it unless he first sends you an eviction notice and second takes you to court and thisrd, the judge agrees with him (which s/he will): this all takes months.

Note: find out now if your rent should be stabilized and/or maybe even a lot lower: call DHCR, ask for a Rent History, they'll mail it to you. Ask for the complete history, not just 4 years.
