I live in a RS apt. in Manhattan. Recently, I received a rental registration from the DHCR that tells me that the registered rent is $600 (in my name). The rent on my lease is $1600. This seems to be a clear case of overcharging on the LL's part. Would it be illegal or a breach of contract to pay the registered rental amount? Does that registration mean a thing?
