actually, it sounds like something already was done. the trenches around the perimeter and the pump indicate they had somebody there to fix the basement. this trench/sump pump method is pretty common in cases of flooding basements. but it's strange that it wasn't set up to get all the water. perhaps there is something preventing the water from gettnig to the pump that could be easily remedied. the handyman may not have known what he was talking about (or just looking for an easy way out). i would talk to the landlord and see if he could look into it. i'm not sure if it's exactly a health hazard (i've seen plenty of moldy basements), but it would be healthier to have things cleaned up down there.
