If this is NYC, why didn't you call the Dept of Buildings during construction IF there was no permit from them posted so as to be readable from outside the building? If there was a permit for this room, they violated it: no one is allowed to live in a room without electricity. It is a gross violation of the Electrical Code, the Building Code and the Housing Maintenance Code. Call the Dept of Buildings ASAP, ask them yourself. They'll send an inspector over fast and violate them for building it and order them to either tear it down or bring it up to code. If they move someone in after getting those vioations, call Buildings again.

PS: Buildings has an explanation of 'illegal apartments' on their site, and maybe HPD also: both are part of the NYC site: nyc.gov
