That is a malfunctioning, hazardous, dangerous stove--the ultra-hot top is the tipoff. Stoves are supposed to get hot when the oven ison but are not supposed burn people. Don't buy a new one. Get him to get you a good USED one (a new one lets him raise the rent).
If he wont replace it, file a DHCR complaint.

I think if you buy one you may run into trouble--maybe he can raise your rent or something. Not sure on that.
