That is a malfunctioning, hazardous, dangerous stove--the ultra-hot top is the tipoff. Stoves are supposed to get hot when the oven ison but are not supposed burn people. Don't buy a new one. Get him to get you a good USED one (a new one lets him raise the rent).
If he wont replace it, file a DHCR complaint.

I think if you buy one you may run into trouble--maybe he can raise your rent or something. Not sure on that.

: i live in an nyc apt that has a superhot gas stove--
: probably adds 15 degrees to my absolutely-no-circulation
: apt.

: now that i'm spending more time in it and hate heat,
: i'm trying to figure out my options.

: 1) does a stove top that could literally burn your
: hand constitute a non-working applicance?

: 2) am i allowed to have someone install a cut-off
: switch for the gas--to eliminate the heat source?

: 3) if i buy a stove, with the landlord's consent,
: can i compel him to share the cost--and not get
: smacked with an MCI increase for his share?

: thanks in advance.
