Sounds as if you'd be okay on the perimeter issue because the change was so
small -- i.e. no market-rate "first rent."

So I guess you're down to the individual improvement issues: whether the
dwelling was improved, whether you consented in writing and whether the
expenses have been proven. There are a couple pages of discussion and cases
in West Group's Practice Guide on Residential Landlord-Tenant Law in New
York (Scherer and Fisher-Brandveen.)
