stove

i live in an nyc apt that has a superhot gas stove--
probably adds 15 degrees to my absolutely-no-circulation
apt.

now that i'm spending more time in it and hate heat,
i'm trying to figure out my options.

1) does a stove top that could literally burn your
hand constitute a non-working applicance?

2) am i allowed to have someone install a cut-off
switch for the gas--to eliminate the heat source?

3) if i buy a stove, with the landlord's consent,
can i compel him to share the cost--and not get
smacked with an MCI increase for his share?
