Experienced tenants or tenants rights activists may not be lawyers but may know the law based on their experience. They have particular insight as to how the court applied the law in their particular situation, and that is valuable to pass on.

HOWEVER, I would say that if you aren't a lawyer, you say so emphatically in your post because otherwise you may cause trouble if someone takes your layman's advice. Also, if they get into financial or legal trouble they may come after YOU for playing lawyer.
