I am not a lawyer and don't know anything about landlord and tenant stuff in Oregon BUT if you gave someone money in exchange for goods and services and you feel you are entitled to some of your money back (in this case your security deposit) and you feel you have witnessess and ample evidence that the money is entitled to you, then you might want to call your State Attorney General's Office or your Office of Consumer Affairs. They may be able to speak with your former landlord and give you some basic legal help so that you can get your security deposit back. Before you call them, put in a written request, certified mail, return receipt requested, to your formal landlord asking one last time for your security deposit back, and telling her that you are considering legal action or contacting the proper authorities if she continues to refuse to give you back the deposit you are entitled to get back. Then wait 30 days. If she doesn't respond or responds but still refuses to return your security deposit, contact the State Attorney General, Public Advocate, Consumer Affairs office and make sure you give them a copy of all your evidence and the letters you sent asking for your deposit, etc. If they aren't able to help you, you might be able to take your landlord to small claims court to get your money back, but you should talk to a lawyer to find out how this works in your particular city and state.
