I'm renting a place in New York City (3 bedrooms in a house) and suspect that the landlord is renting the apartment illegally (not paying tax on the income, not registering the apartment with the housing authority so that rent can be regulated). How can I find out if it is an illegal rental, and if it is, how does this affect my rights and the landlord's? I rent month-to-month (no written lease) and the landlord demands payment in cash.
