1yr. lease expired, lanlord raises rent 4% on rent stabilized apt????

Greetings Fellow New Yorkers!

My 1 year lease expires today and my Lanlord is raising my rent from $875.00 to $935.00. This is a 1 bedroom rent stabilized unit in Long Island City, Queens. That's a 4% increase in rent. I thought 4% increases on 1 yr. leases do not go in effect till Oct.1, 2001? Furthermore, what is the legal rent increase on a 1yr. lease for rent stabilized apartments prior to the new increase? Since I'm not too familiar with rent laws, I'm wondering if anyone can tell me if this is accurate. The building is listed as rent stabilized.
Does anyone have any answers or suggestions?
