Definitely send it certified, return receipt requested. It is proof of mailing, receipt and postmark. Contrary to the other post, the rule is that the PAR must be POSTMARKED by the deadline, which is good as once a PAR form I filed was misdelivered and hung around the post office for a couple of weeks. But in spite of that, give it a cook five-seven working days to arrive.

If it is bulky, you might want to take it to Gertz. Make three copies, give two to the clerk and have them date-stamp the third and let you keep that. If if is very bulky and heavy it may go Priority Mail, which I dont trust, so hand-delivery may be best.
