RENTAL REGISTRATION?

I just received a rental registration from the DHCR for my rent stabilized apartment. What exactly does this mean?

It shows that the legal regulated rent on april 1 is nearly $1000 less than what I am actually paying. There is no "actual" rent listed. There is no box checked that tells me the reason for the difference. However, there is a box checked that says rent has changed since last registration due to a vacancy lease.

I am in the midst of pursuing an overcharge against my LL. Is this just more evidence of a blatant overcharge? Or just another document that really means nothing? Or has the LL somehow worked the registration in his favor? TOTALLY CONFUSED.

And insights would be great. Thank you.
