First, my thanks to you and chelsea for your very helpful and informative responses.
I guess my question now, assuming I go with the DHCR, is whether I do anything now concerning the lease, or sign it and file an overcharge complaint afterwards. If the latter, how much time do I have? Should I wait for a (presumably favorable) court of appeals ruling?
