So if DHCR has those records, nyhawk, what is the proper way to have them? With a FOIL in the form of a letter?
Up to now, calling the DHCR rent "hotline", I have been told that they have no record prior 1984, even if the building is way older than that.

: That's strange -- I've run into the exact same thing myself -- the records for my department don't go back past 1984. Is it possible the place original poster was in was originally a three family home?
