It's a simple economic decision. If you wanted to move anyway, grab it. If you didn't, determine what the market rent is for the apartment you would want, determine how long you would live there, and do the math.
Rarely do buyout offers compensate for the increased rent you would be paying elsewhere -- unless, as I say, you were planning to move anyway.
If you plan to stay in NYC, remember what you lose by giving up a rent stabilized lease--the guarantee that you wont be rent gouged in the future.
