This is what I found off the top by typing in "New Jersey law". You may have a better wording on what you're looking for:

New Jersey Tenants Rights

One source of infomation and/or assistance:
New Jersey Tenants Organization at (201) 342-3775

The NJTO was founded in 1969 and is supported entirely by its membership. Individual membership is $22 a year. The NJTO assists in organizing local tenant associations throughout the state, giving legal guidance to its members and works for pro-tenant legislation. The New Jersey Tenant Organization (NJTO) also sells a book for $17, which contains the laws that protect tenants in the state of New Jersey.

: Does anyone know what the rent regulations - if any - are in Jersey City? What kind of rent increases upon lease renewals? Any tenant protections?
