But I found it just now. As early as 1998 my bills started to show I "burn" 3 times more energy. By the way 1998 is the year when building I live in was bought by other LL (ABC Ocean LLC, c/o Yassky Properties)and they put their own super (I found out later super is related to someone in the management). Super has almost always the lights on in his apt. and A/C running in mid 70's. Now I understand why.
The problem is: ConEd suggested to turn off all appliances and check the meter in 5 min. Like super is stupid not to prepare the meter for "public" viewing. How can I initiate an inspection w/o warning to check for the signs of tapping in? Can any authority help?
