Guarentor?

I have just graduated from college in Maryland and was planning to move to New York. I found a place, filled an application thinking I would be approved but was not. The reason given I have issues with my current landlord. It turns out even though I have paid my rent on time every month except one month for the past four years, my roommate on the other has not been so consistent. The landlord agreed to rent to me but I have to find a guarentor who lives in NYC or state. I'm form Maryland and all my relatives are in the DC area my mom would co-sign for me at a drop of a dime, she's a nurse and owns her own home. I'm trying to understand what the hang up is with the guarentor being in New York. Maryland is still part of the US I'm sure the landlord could collect if he needed to accross state lines.
