What does your lease say about this? hint: read clause on notices.
then follow Ace's advice quoting or ignoring the lease, whatever works. Appeal to common sense.
If he does it again next month, write him a stronger letter letting him know he'll be responsible for the full replacement value of everything missing from your apartment if he does not cease inviting thieves in... that should do it!
