Can a landlord do that ? lillyadviseme

I live in a duplex (for 10yrs). My landlord has beenliving there for 6yrs. He doesn't communicate with my husband or I if there's a problem before he takes action. For instance,when he received the water bill and he says it was to high. He says it's because my husband has been washing his car (which he had only done 4 times) Well he fail to realize that the bill was high because the leak that we had for about 2 months from a pipe behind the wall in my kitchen. (no one knew where the leak was coming from) Anyway, we came home one day and the faucet attached to the outside of the house was cut off and so was the knob in the basement for the outside water faucet.


Is it okay for a landlord to remove the outside faucet ?
Mind you he did this instead of asking my husband not to wash his car.
