Refund Rights

We moved out of our apartment in Hoboken, NJ on May 18 and have yet to receive our security deposit. When I called the management about it they said it was mailed June 15 to our Hoboken, NJ address since they didn't have our forwarding address in NYC. We left it with them when we turned in the keys the day we moved out and again 2 weeks later when we called the first time to find out about the deposit.

They claim I should take it up with the Hoboken post office since it is their job to forward mail but I say they should cancel the check and send us a new one to our NYC address. They say they will charge me the $30 it costs to stop payment on a check. Is this really my responsibility to track down the lost check and/or pay the $30?
