Hi there...

I know someone who rented a room in another person's townhouse. There was no lease signed. Rent is paid through June, and the tenant moved out last weekend. The tenant owes the landlord $212.00 from past phone bill charges. When the tenant went to move all his stuff last weekend, the landlord had changed the locks. He is now holding the bed, dresser, stereo and bike of the tenant until this $212.00 is paid. The property hold exceeds the value of the money owed.

Since no lease was signed, what are the rights of the tenant in this case? VA is the state of residence.
