It's not uncommon (very common) for inspectors to be on the receiving end of bribes- this was an attampt at a bribe, and not a very good one. Good for you for going into the basement anyway, or being able to overhear the conversation and then letting the inspector know you heard it! Make notes of the conversation while it's still fresh-you never know. You may want to send a letter to the landlords agent stating what you heard the contractor say to the inspector. Since he's carrying a tape recorder, somebody in a position of power at DHCR is very interested in knowing whether their inspectors are receiving bribes. But the issue here is, were the repairs done in your apartment and if so is the work satisfactory and according to code?
