Does your advice apply to NON-RENT STABILIZED/CONTROLED aprtments?

I called DHCR and they did not have my apartment on file. I live in a three apartment walk-up on the Upper East side. DHCR keeps telling me I have to call Housing Landlord Tenant Court for information pertaining to my situation. Of ourse, the phone number is BUSY and no one picks up when it actually rings. So, does your advise hold for tenants of Non-rent-stabilized/rent-control apartments? What are my legal rights as a tenant when you do NOT live in rent-contriol/rent-stabilized aprtments? This whole situation is absoluetly ridiculous. I can't even talk to my landlord since he is supposedly out of the country and our contact person never has an anwer to any of our questions. He couldn't even help us find out why our water was off for half the day a couple days ago. I imagine I has some rights as a tenant...
