Can a landlord do that ?

I live in a duplex (for 10 yrs ). My landlord has been living there for 6yrs. He doesn't communicate with my husband or I if there's a problem, before he takes action. For instance, he received the water bill and he says it was to high. He's says it's because my husband has been washing his car ( which he's only done 4 times ) Well, he fail to realize that the bill was high because of the leak that was going on for about 2 months from a pipe behind the wall in my kitchen. ( no one knew where it was coming from) Anyway, we came home one day and the faucet attached to the house was cut off and so was he unit in the basement and the waterhose had been thrown away. Is it okay for the landlord to cut faucets off of a house ?

Mind you he did this instead of asking my husband not to wash the car.
