First, to NYHawk, thanks for pointing out the "amendments". Those are the final amendments issued (made final) on 12/20/00. I'll have to add that link to the DHCR cchanges page. But remember, these are just the amendments -- additions, deletions, modifications, etc. It is not the complete and final 12/20/00 RSC.
To NYTenant -- you're wrong. First, the old code (pre 12/20/00) is still accessible and there's a link to it from the new code page. Second, the proposed changes and comments are all still there from the home page of the web site (maybe the navigation can improve, but it's there). But more importantly, what is labelled as the NEW RS Code is, in fact, the NEW RS Code, amended to 12/20/00, and it came from a very authoritative source -- labeled 2001 and with various amendments indicating 12/20/01 as the amendment date. It is the complete Code with all the amendments, etc. folded in. (don't confuse it with the link in Hawk's message, which is different). This is it. If you can find any specific inaccuracies, please let us know.
