: Building Dept gives out violations for stuff in hallways even when it is obvious you can get around them. It's black letter crap. LL is within thier rights and probably has too many other issues to deal with yours personally.

HPD gives out the violations, usually, of fire code.
who cares if you can jump over it? NY's bravest need to be able to haul heavy equipment through those halls in total darkness, smoke, fire...
