NO: no new vacancy allowances.

Those obscene 18-20%+++ vacancy allowances for apartments (not SROs/hotels)
were voted into law by our good friends in ALBANY in 1997.

The 10% special allowance is a sublet surcharge: tenant passes this along to her
subtenant if the landlord asks for it.
