Setting rents should not an acrimonious political debate. Rather, it should be a private matter of negotiation, between landlord and tenant. There is no need for the city to get involved at all.

If the city does insist on setting rent increases, they should set them according to a set formula (such as the Consumer Price Index) and not according to whichever side makes the most noise.
