window safety bars

we recently moved into a ground-floor apartment in a brownstone in Brooklyn. There are currently bars over all the necessary windows, which is good, but ... they are really old and none of them have any way to open them. does our LL have any responsibility to replace them with new bars that open? it's a little disconcerting, as there aren't many ways out of the apartment should it burst into flames.

even if it's not the LL's job to put new bars on the windows, does anybody know any places in Brooklyn/NYC that do this kind of work? our LL has been good with the deduct-the-cost-from-the-rent concept so i might get this done myself.
