Hello!! If he says it's a retaining wall it probably is. He doesn't need to give you that kind of excuse for not permitting you to take down the wall. I could think of a dozen better excuses. If you really want to do this, several things could happen: You could collapse part of the bldg (you'll be buried under tons of debris), you'll be evicted, and last but not least, you'll be sued by several parties.
