Judge Martin Shulman

I am the attorney for tenants in an Article 78 proceeding involving a DHCR decision denying the landlord an MBR increase. The judge assigned to the case is Martin Shulman. From what I can gather, he was a staff attorney for DHCR from about 1982-87, before the Republicans took it over and when it was (relatively) less pro-landlord. Reviewing his Housing Court decisions, I cannot discern a bias either pro-landlord or pro-tenant and I have been told that he is a fair and intelligent judge. Can anyone tell me anything more about him?
