i'm not sure if i understand how your LL has the wiring set up, but if there is an outlet especially for air coniditioners i suppose it would behoove you to use it. but i gotta assume the outlet is an otherwise normal 3-prong type? anyhow if it says so on the lease, you are sort of stuck with it. ask your LL if it's just because of the outlet, in which case you could theoretically run an extension cord, right? other than that, i can't see why the LL would try to dictate where you put the A/C.
