Construction: Necessary and Vital

You may not think so living right next to it, but courts have continously determined that demolition and construction are a "necessary and vital" function of living in a healthy city. So assuming they have proper permits for work, you will get nowhere taking this to court.

Realize that if no one could build anything, or if construction had to cease everytime someone was annoyed by it, that New York or any city would quickly fall apart. You wouldn't want that, would you ?
