The landlord cannot send you a blank "new" lease. The lease you originally signed with the LL is the one in effect, period -- so look through your important papers stack and find it. Find the copy of your lease that you signed with LL PRONTO. It helps to keep important papers like a copy of your lease, receipts of rent paid and pictures date and time stamped of the apartment's shape when you first moved in and later moved out in a bank safety deposit box to handle such "confusion" later on with the LL.

The water issue sounds fishy in the fact that he's coming after you to pay x years AFTER the fact. Please check your lease. For your next post, please click off the Cap Lock key. Thank you.
