The conditions you describe add up lots of possible things. Criminal stuff--harrrassment, drug selling.
Your landlord is letting them make your apartment uninhabitable.
In your situation there is really no substitute for a good landlord-tenant lawyer. You really need that--not advice from an Internet board.
