You have a stabilized lease? It sounds like your rent includes electricity; If you want the LL to run additional power up to your apartment, and he says he'll do it for A ONE TIME FEE OF $150, that really sounds too good to be true. Whatever you do, get in writing exactly what he will charge you for running the line, and what he will charge you each month for the electricity. The surcharge will most likely run year round.
