rasing rent

I live in a non-stabilized, non-controlled apartment in NYC. When I move out, is there a limit to the amount the LL can raise the rent for the next tenant? Or can he just make it whatever he wants?

Also, LL is denying me the right to sublet to a family member. Are there laws about this? I would like to renew my lease in a couple of months and eventually sublet to a relative. Thanks to all!
