Capitol Improvements

My friend's landlord is increasing rent for capitol improvement.
He had rebuilt the parking lot which for years was gated up and useless. He also charged tenants a monthly fee to park. Most tenants
dont want to pay the fee, and as a result the parking lot is
no more than 10% full. Given that most tenants have no benefit from
the parking lot, can the LL legitimately raise the rent?
The tenants also suspect that the LL made a deal with the contractor
to overinflate the cost of the parking lot. Can the tenants demand
some sort of audit?
